PROBLEM TO BE SOLVED: To provide an oscillator capable of performing phase control of an oscillation signal with a fine timewise resolution, and having small circuit scale and low power consumption. SOLUTION: The oscillator 10 comprises inverters arranged in matrix seven by seven in a row direction and a column direction. The inverters R11-R77 arranged in the column direction are coupled annularly to form ring oscillators OC1-OC7 of seven sets in seven stages, the nodes between inverters of each stage of each of the ring oscillators OC1-OC7 are connected by inverters arranged in the column direction, and the inverters F11-F77 arranged in the row direction are coupled annularly, thereby multiplexing each of the ring oscillators OC1-OC7.
