PROBLEM TO BE SOLVED: To provide an electrical energy storage device manufacturing apparatus capable of reducing the complexity of the electrical energy storage device while preventing functional degradation thereof, as well as preventing a porous electrode from being damaged or dropping when it is absorbed and transferred, and to provide a method of manufacturing an electrical energy storage device employing the same. SOLUTION: Columnar molded pins 11 reciprocate between first positions as home positions and second positions on a virtual extension of an axis of the molded pins 11 where exterior cases 5 are disposed, and a thin plate material body 21 containing a porous material is disposed between the first and second positions. The molded pins 11 punch the material body 21 to create first polarity electrodes 1, which are transferred to the top of conductive adhesives 31 which are applied to the outer cases 5.
