PROBLEM TO BE SOLVED: To provide an electrodeposition coating film having excellent coating stability, gloss stability, appearance, whether resistance, and the like, and to provide an electrodeposition coating resin composition for producing the coating film. SOLUTION: This anionic electrodeposition coating composition comprising a specific amount of a water-soluble or water-dispersible vinylic copolymer (A), a specific amount of an amino resin (B), and a specific amount of an alkoxyamine (C) which is an aminoetherified hindered amine per 100 pts. wt. of the total amount of the water-soluble or water-dispersible vinylic copolymer (A) and the amino resin (B), wherein the component (A) comprises a specific amount of an aromatic group-having vinylic monomer (a), a specific amount of a 6 to 20C linear hydrocarbon group-having vinyl ester-based monomer (b), a specific amount of an alicyclic hydrocarbon group-having vinyl ester-based monomer (c), a specific amount of a carboxyl group-having vinylic monomer (d), and a specific amount of a hydroxyl group-having vinylic monomer (e).
