PROBLEM TO BE SOLVED: To provide a kneaded matter manufacturing method which easily enables the treatment of waste produced on the construction spot, where kneaded matter is manufactured using a cementituous powder raw material, at a low cost without largely exerting an effect on environment. SOLUTION: The kneaded matter manufacturing method is equipped with a mixer pump 2 for kneading the powder raw material and a liquid raw material to manufacture the kneaded matter and a separator 7 for separating at least the residual material of the kneaded matter into a solid component and a liquid component.
