PROBLEM TO BE SOLVED: To provide a lighting device which has a waterproof performance, is small-sized, and inexpensive. SOLUTION: A circuit module 21 provided with various kinds of electric parts which are mounted on a circuit board 22 and includes a ground terminal forming a lighting circuit is housed in a tray 41 having insulating property, and is housed in a cover having conductivity. Then, the lighting device is manufactured by fixing the cover 15 together with the ground terminal 27 of the circuit module 21 and the tray 41, connecting them electrically to the cover, and filling the whole body by a circuit module filling material.
