PROBLEM TO BE SOLVED: To maintain a fastening state where a quilt cover is fastened to a quilt for a long time. SOLUTION: One end side of a tape base material 2 with a width W and a predetermined length L is provided with a seam allowance portion 4 implanted with no hook 3a or no loop 3b, a bending position of the tape base material 2 folded into half is provided with a non-implanted portion 13 implanted with no hook 3a or no loop 3b, opposite surfaces of the tape base material 2 folded into half are embedded with engageable hooks 3a and loops 3b, and a hook and loop fastener 1 is composed.
