PROBLEM TO BE SOLVED: To provide a key control system which contributes to alleviation of labor of a guard by improving key operability, and brings about reduction in complicated control of a key of an ATM, and to provide a key control method and a key control program. SOLUTION: In a key control server device 10, an unlocking code generating section 1052 generates an unlocking code which is a key for unlocking a key control device 30 in which the key of the ATM 50 having transmitted a notification of an inconvenience, and an unlocking code transmission control section 1053 transmits the unlocking code generated by the unlocking code generating section 1052, to a portable communication terminal unit 20 held by the guard who copes with the inconvenience of the ATM 50. In the key control device 30, an unlocking code receiving section 3061 receives the unlocking code from the portable communication terminal unit 20, and a key unlocking/locking control section 3062 controls the key control device 30 so as to be unlocked, based on the unlocking code received by the unlocking code receiving section 3061.
