<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus which prevents the occurrence of an abnormal image due to a product generated along with charge operations and can perform good printing. <P>SOLUTION: Since a development position Pdv is located in a position lower than a virtual horizontal line HL passing through a central axis AX of rotation of a latent image bearing member 20, a relatively broad region can be allocated between the development position Pdv and a primary transfer position TR1 in a rotation direction D20 of the latent image bearing member 20. The design freedom of a refresh section 25 can be therefore enhanced. In particular, since the development position Pdv is nearly symmetrical to the primary transfer position TR1 with respect to the central axis AX of rotation of the latent image bearing member 20, a development section 24 can be disposed without causing interference with an obliquely disposed intermediate transfer belt 16.
