PROBLEM TO BE SOLVED: To efficiently inject a pressure transmitting medium, without depending on manual work, when injecting the pressure transmitting medium between diaphragm sheets. SOLUTION: An injection passage 50 is arranged so as to communicate a fluid pressure chamber 16 with a space formed between the two diaphragm sheets 20a and 20b. A working fluid in the fluid pressure chamber 16 can be injected between the two diaphragm sheets 20a and 20b via the injection passage 50 by reciprocating motion of a plunger 26.
