PROBLEM TO BE SOLVED: To prevent service provided on a network from being used with impersonation of other person. SOLUTION: An access control system has a means for holding a correspondence relation between first identification information used in first authentication for a user of the service provided on the network to permit connection to the network, and second identification information used in second authentication to permit the use of the service, a means for holding a correspondence relation between third identification information imparted to the user permitted to be connected to the network and the first identification information for the user, and a means for inspecting a correspondence relation between the second identification information included in a packet for the second authentication and the third identification information.
