<P>PROBLEM TO BE SOLVED: To provide a scrambled broadcasting system that promotes advertisement information while being adapted to a plurality of scramble keys. <P>SOLUTION: A broadcasting device inserts a scramble key into program-related information and transmits it by a program-related information providing server 102, and transmits correspondence information for making programs and the program-related information as related information on the programs correspond to each other to a receiving device.
