PROBLEM TO BE SOLVED: To provide a decoding device and a decoding method capable of shortening a time of decoding processing. SOLUTION: This decoding device is provided with a first decoder 11 for generating external information LE1 by performing first decoding on the basis of a first element code E and external information LE2, a second decoder 12 for generating external information LE2' by performing second decoding on the basis of a second element code E' and external information LE1', and a hard deciding section 15 for outputting a decoding sequence D by applying hard decision to a logarithmic likelihood ratio L.
