PROBLEM TO BE SOLVED: To provide a device and a method which realize limitation of recording of digital information having copyright to be protected, onto a recording medium in a recording and reproducing device. SOLUTION: In an information recording and reproducing device, information includes copy control information. A recording and reproducing control circuit controls a recording circuit and when the copy control information is (Copy One Generation), records the digital information together with digital information which is converted to a preset bit rate, onto the recording medium. The recording and reproducing control circuit controls a disable operation in accordance with detected copy control information, and when the copy control information is (Copy No More) and nonetheless the information is to be moved to another medium of the recording device connected to a reproducing device, a disabling circuit makes information signals nonnreproducible.
