PROBLEM TO BE SOLVED: To realize a wireless LAN service system capable of connecting to the Internet from a wireless LAN via a cellular phone network to transmit and receive data with each other, and collecting utilization charge by a prepaid system. SOLUTION: The system is provided with a wireless LAN access point device 2 for transferring packets between a wireless LAN terminal 1 and the cellular phone network 3a, and measuring the number of used effective packets; a database 6 for managing the number of usable effective packets equivalent to the prepaid utilization charge of the wireless LAN 10 and user identification information of the wireless LAN 10, for specifying the person who has prepaid the charge; and a management server 5 for updating the residual number of the usable effective packets of the user identification information on the basis of the measured number of used effective packets, and determining the permission of using the wireless LAN 10 on the basis of the residual number of the usable effective packets.
