PROBLEM TO BE SOLVED: To provide a thermal expansion valve capable of preventing damage of a diaphragm by inflow of foreign matter regardless of its mounting attitude in use. SOLUTION: In this thermal expansion valve 1, since a filter 33 is arranged in a communicating hole 32 of a holder constituting a part of a communicating passage 25 connecting the inside of a power element 20 to a second passage 8, foreign matter such as aluminum powder washed away with refrigerant can be interrupted by the filter 33. Therefore, even if the thermal expansion valve 1 is set with the power element 20 down, the foreign matter never intrudes into the power element through the communicating passage 25, and the damage of the diaphragm 23 by the inflow of foreign matter can be prevented.
