PROBLEM TO BE SOLVED: To provide a technique of reducing the water resistance when a ship is moved by lifting a hull upwardly and moving the draft line downwardly by equipping an energy-saving system on the hull, reducing the hull volume in water, and of reducing the energy consumption, and increasing the resistance against the external pressure such as beam seas and wind. SOLUTION: A floating bag or a float-lifting body formed of a material or a substance such as rubber, resin and wood whose specific gravity on the whole including a case in which gas or liquid is filled is smaller than 1 is attached on the draft line of a hull of a ship and a boat while using the elastic body as a connecting material.
