PROBLEM TO BE SOLVED: To shorten processing time required for analysis, and improve analysis precision when frequency characteristics of an unbalanced component in a transmission line which performs multi-carrier communication are analyzed. SOLUTION: An unbalanced component detector 21 detects a common mode current which flows in a power line 10 used as a transmission line, and an A/D converter 22 converts it to digital data. A FFT (Fast Fourier Transform) pretreatment part 23 reduces a number of points by half by respectively adding or subtracting respective data in a 1st half and respective data in a 2nd half of a number of sampling k outputted from the A/D converter 22. A FFT 24 performs FFT for the halved data of the number of points, and calculates frequency characteristics for the unbalance component corresponding to a plurality of carriers of multi-carrier communication signals. A detection result output 25 performs interpolation of the detected values for undetected carrier in which the unbalanced component is not calculated due to reduction of a FFT number by the detection value of the detection carrier calculated the unbalance component, and outputs the detection result.
