A method (I) of forming a photoluminescent coating film, comprising the step (1) of coating a coating subject with an aqueous photoluminescent thermosetting base paint (A) in 3 to 5 stages so that in each of the second stage and subsequent stages the coating film thickness after hardening is in the range of 0.3 to 5 mum, the step (2) of applying a thermosetting clear paint (B) onto the coating film of base paint (A) before hardening or after heat hardening, and the step (3) of heating the double coating film consisting of the coating film of base paint (A) and the coating film of clear paint (B) so as to obtain the double coating film hardened. There is further provided a method (II) of forming a photoluminescent coating film, comprising the above method (I) followed by application and hardening of a thermosetting clear paint (C).
