PROBLEM TO BE SOLVED: To provide a cell-specific expression promoter, more concretely, a promoter capable of specifically expressing a polypeptide in a vascular cell and further provide an expression controlling technique, etc., for expressing an object polypeptide specifically and exclusively in a vascular cell by using the promoter.

SOLUTION: The polynucleotide is composed of a base sequence positioned at 3'-region of a gene Fkh3 encoding a mouse forkhead homolog and capable of controlling the specific expression of a polypeptide in a vascular cell. A vector or a plasmid contain the polynucleotide. Transformed cell etc. are composed of them that is transduced the polynucleotide, the vector or the plasmid.
