DYNAMIC IMAGE CONVERSION APPARATUS

PROBLEM TO BE SOLVED: To provide a dynamic image conversion apparatus which is capable of performing data conversion between different encoding methods, in a short time, such as from MPEG-4/AVC standard to MPEG-2 standard or from MPEG-4/AVC standard to MPEG-4 standard.

SOLUTION: The dynamic image conversion apparatus converts first dynamic image data encoded in accordance with a first motion compensated prediction method into second dynamic image data that have a same format as data encoded in accordance with a second motion compensated prediction method. The dynamic image conversion apparatus determines whether a relationship between a block in the second motion compensated prediction method and an image used as a reference image with respect to the block conforms with a condition. For the block of the relationship determined to conform with the condition, the dynamic image conversion apparatus performs encoding using a motion vector or vectors of the first dynamic image data corresponding to the block.
