PROBLEM TO BE SOLVED: To provide an information display panel preventing a display medium from depositing on a region of a substrate where a sealing material is arranged, and to provide a method for manufacturing the display panel. SOLUTION: The information display panel has at least one or more kinds of display medium 3 comprising at least one or more kinds of particles sealed between opposing substrates 1, 2 at least one of which is transparent, and displays information by generating an electric field within substrates to move the display medium. In this panel, a float electrode 13 as another electrode insulated from an electrode in the display area is laid in a region 12 where a sealing material is arranged in the peripheral region of the display area 11 on at least one substrate (substrate 2). The panel is filled with the display medium 3 by supplying a charged display medium 3 into the panel while the float electrode 13 is kept at a floating potential as well as the electrode 5 or 6 in the display area electrode 5 is kept as the ground potential.
