PROBLEM TO BE SOLVED: To provide a tool for sticking a counter electrode with which sticking accuracy of the counter electrode is always kept constant independent of a skill of an operator, in sticking the counter electrode to a glass substrate. SOLUTION: The tool 1 for sticking the counter electrode has: a supporting stage 2 having a counter electrode supporting face, with a size equal to an outer shape of the glass substrate 11, to put the counter electrode 12 thereon; a substrate reference wall 3 standing and formed along an outer circumference of the corresponding counter electrode supporting face 2a of the supporting stage 2; an ascent/descent stage 4 to regulate a putting position of the counter electrode 12, and to put the glass substrate 11 thereon; and an elastic member 5 reciprocating in a direction normal to a panel supporting face 4a formed on the ascent/descent stage 4, and arranging the panel supporting face 4a higher than the corresponding counter electrode supporting face 2a when there is no load on the ascent/descent stage 4, as the first characteristic.
