PROBLEM TO BE SOLVED: To provide an excellent silicone emulsion composition having enough mechanical stability, even when an anti-foaming agent is added thereto. SOLUTION: This silicone emulsion composition contains (A) an organopolysiloxane having an average polymerization degree of 5-1000 in an amount of 100 pts.wt., (B) a polyoxyethylene alkyl ether in an amount of 1-50 pts.wt., (C) an alkylsulfuric acid salt in an amount of 0.1-20 pts.wt., (D) an ampholytic surfactant and/or a semi-polar surfactant in an amount of 0.1-20 pts.wt., and (E) water.
