A hydraulic power steering apparatus is provided to expand an outer diameter of a lower end of a torsion bar and couple the outer diameter of the torsion bar with an inner diameter of an input shaft so that the torsion bar is slid with the input shaft. A hydraulic power steering apparatus includes a hydraulic control valve(300). The hydraulic control valve selectively supplies hydraulic pressure into left and right cylinders according to rotation displacement of a steering wheel when a driver manipulates a steering wheel. The hydraulic control valve includes a valve housing(310), a pinion housing(320), a valve body(330), an input shaft(350), and a torsion bar(360). The valve housing includes the input shaft into which the torsion bar is inserted. The valve body is installed between the input shaft and the valve housing.
