A herb medicine powder is provided to show improved digestibility by removing high Indigestible materials contained in vegetable medicines such as lignin and cellulose through hot-water extraction, exhibit very high medicinal effect by adding a health-helpful functional extender, be freely prepared in a form of a pill, a capsule or a tablet and be easily taken by everybody regardless of sexes and ages due to no smell. A method for preparing herb medicine powder comprises the steps of: (a) preparing a hot water extract of a first medicine by dipping the first medicine in hot water at a temperature of 90-100 deg.C for 3-5 hours; (b) after lyophilizing the hot water extract, crushing it to prepare medicinal powder; (c) after preparing fermented soybean, drying and crushing it to prepare an extender of the fermented soybean powder; and (d) mixing the medicinal powder with the extender. The step(c) comprises the steps of: (c1) preparing a second medicine; (c2) obtaining an extract from the second medicine; (c3) dipping soybeans in an aqueous solution including the extract; and (c4) after steaming the soybeans, fermenting it using Bacillus subtilis.
