An interior and exterior panel for construction, and a manufacturing method of an interior and exterior panel for construction are provided to make construction and conveyance easy by making a construction panel lightweight, to have the effects of a thermal insulation material for accumulating heat and keeping warm and a sound absorbing material for cutting off the transfer of sound by forming a space with many through holes formed on a soil powder panel, to promote blood circulation and metabolism by emitting far infrared rays with soil powder and charcoal, and to offer pleasant life space by purifying the indoor air and removing smell. An interior and exterior panel for construction(10) is formed by locating finish members(11) made with one of metal, wood and synthetic resins on two sides, fixing a soil powder panel(12), a net(14), a soil powder panel, a net, and a soil powder panel in piles, and forming many through holes(13) on the soil powder panel to intersect mutually, wherein the soil powder panel is manufactured with 60~90 weight percent soil powder and 10~40 weight percent charcoal, or, 60~70 weight percent soil powder, 10~20 weight percent charcoal and 10~20 weight percent cut into the size of 1~3cm, and the net located between the soil powder panels is manufactured with one of fabric, synthetic resins and metal. A manufacturing method of an interior and exterior panel for construction comprises the steps of: selecting one of a metal panel, a synthetic resin panel and a wood panel as a finish member; forming a soil powder panel by molding 60~90 weight percent soil powder and 10~40 weight percent charcoal, or, 60~70 weight percent soil powder, 10~20 weight percent charcoal and 10~20 weight percent cut into the size of 1~3cm, and then mixing the soil powder with charcoal and forming in the shape of a panel to correspond to the size of the prepared finish member using a flat roller, and then forming many through holes on the soil powder panel using a perforation roller; forming a net with metal, fabric, synthetic resins or wood which is inserted between the soil powder panel and the soil powder panel to prevent the formation of cracks in a soil powder panel and to prevent flexural deformation while drying; attaching the prepared soil powder panel to one side of the finish member after preparing the finish member, the soil powder panel and the net; and attaching a soil powder panel to one side of a finish member, attaching a net to one side and attaching a soil powder panel to one side of the net, and then attaching a net and a soil powder panel and attaching a finish member.
