A hand pump is provided to pump working oil of high pressure and to reduce manufacturing costs by installing an intake valve and a relief valve for collecting portions of working oil into an oil tank. A hand pump comprises an oil tank(10), a pump body(20), a piston(50), an operating lever(60), an intake valve(70), a first check valve(80), a second check valve(90), and a relief valve(100). The pump body includes an outlet hole and a pumping space, and a passage for coupling an inlet hole, the pumping space, and the outlet hole to discharge working oil inside the oil tank to the outlet hole. The piston sucks the working oil to the pumping space, and pumps the sucked working oil to the outlet hole. The operating lever rotating in the pump body reciprocates the piston. The intake valve passes the working oil into the pumping space and prevents backflow of the working oil. The first check valve passes the working oil into the pumping space and prevents backflow of the working oil. The second check valve discharges the working oil inside the pumping space to the outlet hole and prevents backflow of the working oil. The relief valve collects portions of the working oil inside the pumping space into the oil tank when the discharge pressure of more than setting pressure is applied to the charged working oil.
