A reference voltage generator, an integrated circuit having the same and a method of generating a reference voltage are provided to provide a constant target reference voltage within a specific time, by providing a boosting current according to the request. A band gap reference circuit(320) provides a reference voltage to a load(330). A start-up circuit(310) increases the provided reference voltage, by providing a boosting current proportional to the difference between the provided reference voltage and a target reference voltage on the basis of a start-up signal, in order to reduce time for the provided reference voltage to arrive at the target reference voltage. The band gap reference circuit generates the start-up signal when the voltage difference between the provided reference voltage and the target reference voltage requested by the load is above a fixed value.
