The device for irradiating fluid such as water containing micro organisms, comprises a radiation source, and fluid in motion having a living body such as bacteria and viruses and a second body partly reflecting the radiation from the source. The second body is evenly distributed in fluid to increase the efficiency of radiation on the living body contained in the fluid in motion. Independent claims are included for: (1) a device for disinfecting a fluid; (2) a soilless culture device; and (3) a soilless cultivation process.
