A waste heat recovery and ventilation device having an individual heat exchanger is provided to improve heat efficiency of the waste heat recovery and ventilation device by performing the heat exchange operation in an individual room of a building. A waste heat recovery and ventilation device(100) comprises a body(110) for providing external air into an indoor room or discharging indoor air to the outside, an air supply duct(130) for guiding the external air into each indoor room, an air discharge duct(120) for guiding the indoor air to the body, and a heat exchange section(140,150). The heat exchange section is installed in each indoor room to allow the external air to make heat exchange with the indoor air. The heat exchange section includes a first air blocking damper for blocking air supplied from the air supply duct, and a second air blocking damper for blocking air discharged from the air discharge duct.
