An apparatus and a method for generating a precoding codebook for a MIMO(Multi In Multi Out) system are provided to reduce overhead and system complexity by performing an efficient resource distribution in a communication among multi-users. An apparatus for generating a precoding codebook for a MIMO system includes a clustering unit(110) and a mapping table generation unit(120). The clustering unit collects a plurality of space beams of which a predetermined number of the mutual interference are minimized from a plurality of space beams which are distributed to at least one user during a precoding process of a MIMO communication. An index of a table is generated based on cluster information. The mapping table generation unit generates the mapping table of which a value of each element is generated based on an overlap state and an interference state between clusters.
