MOVING IMAGE CODING DEVICE, AND MOVING IMAGE CODING METHOD

PROBLEM TO BE SOLVED: To utilize coding parameters of MPEG2 when determining coding parameters newly introduced in H.264.

SOLUTION: A moving image coding device includes: a decoding part 10 for decoding MPEG2 streams; a coding parameter extraction part 11 for extracting a coding parameter of MPEG2 from the MPEG2 streams; a coding parameter re-determination part 12 for determining the strength of correlation between image data coded by MPEG2 and its reference image on the basis of the coding parameter of MPEG2 extracted by the coding parameter extraction part 11 and determining a coding parameter of H.264 on the basis of the determination result; and a coding part 13 for using the coding parameter of H.264 determined by the coding parameter re-determination part 12 to code image data decoded by the decoding part 10, by H.264.
