PROBLEM TO BE SOLVED: To obtain a covering layer having preferable adhesion strength for adhesion of glass fiber and rubber, and to provide a rubber-reinforcing glass fiber having a covering layer maintaining initial strength of adhesion and excellent in dimensional stability in long time use when used for a heat-resisting belt. SOLUTION: A coating liquid for covering glass fiber obtained by mixing an aqueous solution of chlorophenol-formaldehyde condensation product, an emulsion of acrylate-based resin and an emulsion of vinylpyridine-styrene-butadiene copolymer, is coated and dried to form a covering layer on a glass fiber cord.
