PROBLEM TO BE SOLVED: To accurately locate a prescribed position on a road such as an intersection. SOLUTION: A picked-up image receiving part 44 receives a plurality of picked-up images taken by image pickup devices provided in a plurality of positions on a road, respectively, via a wireless network. A reference image acquisition part 40 acquires a reference image to be compared respectively with the plurality of picked-up images received by the picked-up image receiving part 44, that is, the reference image taken by the image pickup device installed in a vehicle. A matching processing part 42 locates at least one position on the road by executing pattern matching between the reference image acquired by the reference image acquisition part 40 and each of the plurality of picked-up images received by the picked-up image receiving part 44.
