PROBLEM TO BE SOLVED: To provide a cleaning device capable of restraining a foreign matter that is a particle larger than a toner particle from being bitten between a grinding member and a regulating member. SOLUTION: The photoreceptor cleaning device 19 is provided with a cleaning roller 22 functioning as a grinding member for grinding a photoreceptor 14, and a scraper 23 functioning as a regulating member for regulating the adhesion of untransferred toner to the surface of the cleaning roller 22. In the device 19, a brush-like rotating cleaning body 26 coming into contact with the surface of the photoreceptor 14 is arranged on a more upstream side in the rotating direction of the photoreceptor 14 than a contact position where the photoreceptor 14 and the cleaning roller 22 comes into contact with each other.
