PROBLEM TO BE SOLVED: To provide a light control film which shows high contrast and a stable light control function under various frequencies. SOLUTION: The light control film has a light control layer which is formed by dispersing a light control suspension comprising light control particles dispersed in a dispersion medium in a fluid state in a resin matrix formed of a polymer medium, and which is interposed between transparent conductive substrates, wherein fluctuation of transmittance at a frequency of 30-1,000 Hz is 10 or less under a constant voltage selected from voltages of 30-100 V.
