PROBLEM TO BE SOLVED: To accurately measure the wave height of incident wave, within the limit of extension of a mooring cable. SOLUTION: A floating buoy 21 is provided in a moored buoy 11 that is moored to an ocean bed through the mooring cable 4, and is held so as to rise flexibly, fall or be inclined. A rise/fall guide hole 18 is formed in a buoy body 12 of the moored buoy 11. The floating buoy 21 comprises a frame bar 23, fitted to the rise/fall guiding hole 18 so as to rise flexibly, fall and be inclined; a pair of measurement floats 22 attached to both ends of the frame bar 23, and floating on both sides of the buoy body; and a sea level displacement detecting section 24 for detecting the displacement of sea level by using the measurement floats 22.
