PROBLEM TO BE SOLVED: To provide a dielectric layer-forming composition, capable of forming a green sheet neither forming hit marks on its surface part on laminating a protective film or winding as a roll state, nor forming ooze during its conveyance or preservation, the green sheet obtained by forming the composition as a film form, a dielectric layer-formed substrate having the dielectric layer formed from the green sheet, and a method for producing the same. SOLUTION: This dielectric layer-forming composition contains a glass component, cross-linkable resin, cross-linking agent, dispersing agent and solvent. The cross-linkable resin is a copolymer obtained by copolymerizing 2 to 5 wt.% carboxyl group-containing monomer with another monomer copolymerizable with the monomer and the cross-linking agent is an aluminum chelate-based cross-linking agent. The green sheet is obtained by forming the composition as the film form, and the dielectric layer-formed substrate having the dielectric layer formed by using the green sheet and the method for producing the same are also provided.
