When the peripheral cell information acquired by the current communication cell information acquisition means (3) is different from the previous peripheral cell information acquired previously, non-communication cell information acquisition means (4) acquires the peripheral cell information by radio communication means (2a to 2n) corresponding to the radio method which is different from the radio method of the acquired peripheral cell information.</p>
