A semi-frozen beverage dispenser with an improved flow proportioning mech anism is provided. In a filling cycle, a first valve regulating the syrup fl ow opens first to deliver a predetermined volume before it closes and a seco nd valve regulating the water flow opens to deliver a volume according to th e desired water to syrup ratio. A common flow sensor measures the liquid flo w volume for both the syrup and water and provides the information to the co ntrol system. If it takes too long to deliver the expected volume, the syste m gives out a liquid-low warning.
