<p><P>PROBLEM TO BE SOLVED: To provide a cleaning device capable of holding suitable cleaning performance by surely removing discharge product without breaking the surface of an image carrier by electric discharge. <P>SOLUTION: The cleaning device 80 includes a cleaning roller 82 and a cleaning blade 83, and a toner receiving member 84 storing toner removed from a photoreceptor drum 21 in space between the cleaning roller 82 and the toner receiving member 84. The spot of the leading end of the toner receiving member 84 extending in the periphery direction of the cleaning roller 82 so as to separate from a contact spot between the photoreceptor drum 21 and the cleaning roller 82 is set as a first toner discharge part D1, and the toner receiving member 84 includes a second toner discharge part D2 provided with an aperture 84b and an opening/closing member 87 at a spot nearer to the photoreceptor drum 21 than the first toner discharge part D1.
