PROBLEM TO BE SOLVED: To provide a technology for creating data of the absolute position of a critical region specified by a user by using a method different from conventional methods. SOLUTION: A printer 24 creates a map original 100 by printing map data. A user draws a critical region 112 on the map original 100. A scanner 22 creates scan data 120 by scanning the map original 110 whereon the critical region 112 is drawn. A controller 32 specifies, on the basis of the scan data 120, the relative position of respective vertexes A1-A4 of the critical region 112 within a scanning range. The controller 32 calculates, on the basis of the relative position of respective vertexes A1-A4 and the absolute position and reduction scale of the map original 110, the absolute position (the latitude and the longitude) of each vertex of the critical region 112.
