PROBLEM TO BE SOLVED: To provide a surface-treated steel sheet for can used for DI cans, food cans, drink cans or the like, particularly, to provide a tinned steel sheet having excellent workability, coating material adhesion, yellowing resistance and rust resistance. SOLUTION: The upper layer of a tinning layer formed on the surface of a steel sheet is provided with a chemical film comprising P and Sn, the P content in the chemical film is controlled to the range of 0.5 to 100 mg/m<SP>2</SP>by the coating weight thereof, and the Sn content is controlled to the range of 0.01 to 60 by a ratio of its coating weight to the P coating weight. Further, the upper layer of the chemical film is provided with a silane coupling layer, and the coating weight of the silane coupling layer is controlled to the range of 0.1 to 250 mg/m<SP>2</SP>by the Si coating weight.
