PROBLEM TO BE SOLVED: To provide a fixing device capable of shortening a starting time and reducing power consumption, while securing high fixability and image quality. SOLUTION: The fixing device 50 includes: a first fixing means 20 for fixing an unfixed toner image T carried on a paper (recording material) P; and a second fixing means 30 for re-fixing the toner image fixed on the paper P by the first fixing means 20, wherein a first fixing roller 21 located on the toner image side of the first fixing means 20 is constituted by disposing a release layer 24 on a core bar (metallic base material) 23, and a second fixing roller 31 located on the toner image side of the second fixing means 30 is constituted, by forming an elastic layer 34 on a core bar (metallic base material) 33 and forming a release layer 35 on the elastic layer 34.
