A fuel cell system (10) includes: a cooling water pump (42) arranged on a cooling water pipe (36) for conveying cooling water under pressure to a fuel cell (12); a cooling water heating device (48) arranged on a cooling water pipe (36) to heat the cooling water when the fuel cell (12) has stopped operation; and a secondary cell (18) connected to the cooling water pump (42) and the cooling water heating device (48) for supplying power to the cooling water pump (42) and the cooling water heating device (48). While the fuel cell (12) is not operating, the heated cooling water is conveyed to the fuel cell (12) so as to dry the fuel cell (12). The fuel cell system (10) has an external power supply plug (60) connected to the cooling water pump (42) and the cooling water heating device (48) for supplying power to the cooling water pump (42) and the cooling water heating device (48) from an external power source (62).
