A new catalyst (I) comprises: (i) a metallic substrate with an internal surface; (ii) a first layer, located on at least part of the external and/or internal surface of (i), containing a silicate, a phosphate or an early transition metal oxide; and (iii) a second, catalytically active layer, covering at least part of the first layer.
