PROBLEM TO BE SOLVED: To save power and prevent an occupant from feeling a discomfort while cooling water is circulated by an electrically driven pump. SOLUTION: In an air conditioner electronic control unit, when a DEF mode is selected, a flow rate not more than the maximum flow rate is set as a required flow rate Vr according to an outside temperature at which the cooling water is required to circulate (step 10-110). While heating is in operation, if a fluid temperature Tw is between a preset temperature T<SB>S3</SB>and a preset temperature T<SB>S1</SB>, the cooling water is required to circulate at the minimum flow rate (step 134, 130, 132). While a blower fan is at rest with the fluid temperature Tw not more than the preset temperature T<SB>S3</SB>and an ambient air introduction mode is selected, if a vehicle speed Sv exceeds a preset speed, the cooling water is required to circulate at the minimum flow rate (step 134-146). Anti-fogging property is secured with a rotational frequency of the electrically driven pump controlled, warming up the cooling water is accelerated or the fluid temperature Tw is prevented from falling, and cold air is prevented from blowing from an outlet.
