PROBLEM TO BE SOLVED: To provide a cemented carbide which has an optimum structure on a surface thereof and exerts excellent adhesion resistance and chipping resistance, and to provide a cutting tool. SOLUTION: The cutting tool is made of the cemented carbide containing WC grains, and a Co and/or Ni binder phase, as a base body, and has a rake face on an upper surface of the base body, a flank on a side surface, and a cutting edge on an intersecting ridge between the rake face and the flank. An area proportion of a binder phase aggregation portion, where binder phase components are aggregated, at the cutting edge, is set smaller than that of the binder phase aggregation portion in the surface of the cemented carbide.
