PROBLEM TO BE SOLVED: To provide a novel packaging material that has a flat bag body which has an air-permeable sheet on one surface and an air-impermeable sheet on the other surface, in which a functional filler is sealed, and the air permeability of which is easily controlled, and that can be easily manufactured at a low cost. SOLUTION: The air-permeable sheet 3 is a laminate film made by bonding an easily peelable film 3d having a layered synthetic resin film 3c and many needle holes 3e and a porous synthetic resin film 3a with an adhesive layer 3b placed between them. The easily peelable film 3d having the layered synthetic resin film 3c and the porous synthetic resin film 3a can be easily manufactured by the existing equipment. The air permeability of the bag body 2 can be properly adjusted (for example 3,000 sec/100 cc to 35,000 sec/100 cc) by arbitrarily selecting a hole diameter and the number of the needle holes 3e.
