<P>PROBLEM TO BE SOLVED: To improve the quantity and accuracy of knowledge accumulated by activating registration of questions or answers. <P>SOLUTION: A database registration part 11e registers, when a point owned by a user is fluctuated, the number of point of each user to a user information database 14. A point calculation part 11g calculates a sum of bid point and bonus point of a knowledge information database 15 as a point to be given to the answerer of a best answer. The point calculation part 11g takes the bonus point of the database 15 as a point to be given to a voter who voted to the best answer first. The bid point is set as a point an questioner should pay to an answerer, and paid from the questioner.
